The Scoutmaster, Committee Chair or Advancement Chair must submit the complete Eagle Application to one of the members of the Advancement Committee. The complete application includes:
- A correctly completed Eagle Rank Application on the correct form.
- The Project Work Book or an approved substitute with all signatures, dates and information present.
- A complete project description with sufficient narrative, photographs and drawings to explain the project completely to someone who was not at the project site, the narratives required for each section in the Project Work Book and a narrative describing the candidate's leadership during the project.
- Copies of the merit badge and advancement cards, including all merit badges that were used for Star, Life and Eagle advancements.
- The five letters of recommendation in their original, sealed envelopes.
The Eagle Application will be reviewed by a member of the District Advancement Committee and if the application is complete, a date for the Board will be scheduled.

A Scout is Courteous - when leaving a message on an answering machine, make sure the name and phone number are clearly stated so it is possible to return the call.
